As I said, she can be dismissive, but I don't think it's malicious. Rainbow Dash believes in Fluttershy's ability and wants her to succeed but has difficulty relating to her timidity which Rainbow finds frustrating because she knows (or at least thinks she knows) Fluttershy can do it. I won't deny she is rough in season 1 however.
