What if the NCR or Legion or the Yesman (Courier) drinks all the water like pic related? Wouldn't it be wiser to let House manage the water economy seeing as he's actually a legitimate experianced economist? It makes no sense to hand Lake Mead over to the NCR because they'll just drink it like the last 105 lakes they drank.
