But the real problem is that writers can't allow humans get a win. Most anti-mutnat humans are too coded with people writers hate, so they'd rather have mutants get completly destroyed by aliens/ancient bacteria/other mutants than giving some wins to mutant-haters.

Ironically, the 'god loves, man kills' - story (the one that codified X-men human villains) worked so well because Reverend Stryker scores massive Wins (capturing and mentally breaking Xavier, humbling Magneto), and is a credible threat over the story. There's a reason why his shadow lingers over entire series.

Writers would rather see mutants lose to ancient aliens / bacteria / interdimensional TV moguls / other mutants than letting anti-mutant humans be credible threats.
They just occasionally show up, commit some topical terrorist attack and then disappear from overall narrative.
