in order to create the new model citizen, two possibilities could be taking advantage of people who've already been emotionally abused, or inflicting a new one when required; these are the elements of a sustained cycle of abuse. this goes not only for the individual but even entire countries. people who are in a state of psychological distress for whatever reason(s) are much more easy to manipulate, and this has been going on writ large at great intensity for decades.
