I won't speak authoritatively about enamels but oil paint most certainly undergoes a curing process that continues long after it's dry to the touch. In any case Citadel are emulsion paint and once completely dried out, they are goners. There are lacquers that can be dried to the bone for years and still be reconstituted, as I have done, but unless you want to experiment with lacquer thinners and resins, you are fucked once a Citadel pot dries out.
The real question here is why so many on /tg/ forgot how to maintain paint pots properly. I feel like we didn't have this problem 10 years ago and "my paints dried out" would have been mocked. Unless they're in threaded pots, that's a skill issue. Come the hell on, fa/tg/uys.
