Anon, this isn't baseless information, I play on JP and while waiting for half anni I'm on global, and even then this is stuff that you can easily go to gametora and look at the evo skills yourself, they are important upgrades to the already existing skills that make them even better to have both for careers and PvP, specially with how insane some of those later scenarios get.
