The way I see it, our Empire is a strip of land encompassing coastline, likely a gulf, and just beyond that vast and intimidating mountain. Largely one massive crown trade city on the coast, this is the 'face' city. There are smaller villages along the coast too, but largely the other major cities will all be on floating islands or within the mountains. So we have in the land, on the sea, and in the air.

There are great parties in which people go to watch the storm from atop the floating islands. Storms are seen as protectors here and loved. Portals help connect vast underground cities with coastal cities with floating island cities.

>Elves
>Dwarves
The trifecta. I do not want to exclude talent, and all three of these races have it in spades. Obviously dwarves will be drawn to the underground caverns, but that is alright. This isn't segregation, they can go where they feel they are best suited. Diversity is our strength.

Because communities tend to be isolated, especially floating islands, Arcane Towers come in handy. Anybody that seeks to invade one of the islands will have to somehow get their airships, if they even have them, past a massive tower spewing elemental magic at them. As for ships, because the mountains surroundings us are largely impassable, defending the coast is crucial. Furthermore it's the only real way of projecting power; sending out strong military displays across the seas, or merchants. University will be important for the tech edge.
