anyway, in the last round before ryuukyoku, everybody other than dealer is probably folding, so winning/keiten is not a concern. we wish to avoid dealing in and also kill dealer's haitei if possible
in retrospect I definitely should have just kanned for that purpose, but I got misled by the opportunity to cut 4s -> other player sees it's safe and discards it -> pon to kill dealer's haitei draw
luckily it worked out
