nta but I'm going to assume they mean Meta Knight during RoMK who was indeed very industrious. If you replay RoMK take a look at the backgrounds. He had the Halberd stocked with

>Oil drums
>Sentries
Meta Knight had enough firepower to level Dream Land which is surprising because if you compare the power that King Dedede's army has to Meta Knight's army and artillery it seems way too OP.
