Kill imperials, behead imperials, you know the rest. The Stormcloak victory, even if not through Ulfric but after his death, is already guaranteed by the simple fact that almost no one fights for the Empire by conviction, but everyone in the Stormcloaks does. When you take over Solitude, no ones gives a fuck about the imperials not being in charge. When you take over Windhelm, half the city (not counting the d*nmer) tells you they'll never surrender the cause and will take back arms at the first opportunity. Ulfric talks of virtue in his speeches, Tullius only of money.
