Toriyama most definitely did.

I don't know how conscious and deliberate it was, but the Cell arc being centered about fatherhood, creation and legacy really saved it. It had lots of clunkiness and weird choices but this overall theme tied everything up in really satisfying way.

People say Goku is a bad father, but the entire point of the arc (or at least the final bits) is to show the exact opposite. Goku is the best dad and support Gohan could have asked for.
