Oh definitely. It was like what, Capcom licenses and Sega ones too? They literally had no reason to overinflate the spending of this crossover. They lost the plot with why the 1st one worked. On the bright side hopefully this means Flynn never touches Mega Man again because I dread what he'd do with it nowadays.
