I dunno, Longshanks and Cromwell have that je ne sais quoi about them. Edward was huge for his time, being 6'2" in an era where the average height was a foot shorter. He really emphasizes that "high Medieval era king" attribute that most civ games are somehow lacking. Cromwell was also an imposing figure historically.

There've been several 20th century leaders in Civ. Most notably Gandhi, but Stalin and Mao have also featured in several games. Churchill and Wilhelmina also show up and they're directly tied to WWII.
