It all makes sense when you realize that

>Qui-Gon had a better grasp on how to handle Anakin, but was also a massively insubordinate fuckass who probably should have been ejected from the Jedi Order (in accordance with their own rules) himself and evidently was only protected from expulsion due to his seniority
>Palpatine saw through all of their fatal flaws and played them all like fiddles

Ironically Jar-Jar could arguably be considered the most sensible character because he at least realized when he was way in over his head, the others didn't.
