I'd guess that Toriel introduced Noelle and Dess to Kris and Asriel, but Asgore is the one that knew Rudy before getting married and would be the one to introduce the children. The fact that Toriel keeps her bedroom door locked means she's keeping some sort of secret. The parental locks and escorting Kris to school combined with the lackadaisical nonchalance to Kris' extended time in the bathroom is kind of paradoxical.
I think the easiest answer is that Toriel is technically ultimately responsible for what happened to Dess and Noelle's trauma, but not in a direct way. She either made a comment or light suggestion that gave the children an idea but probably didn't say "oh yes you should go play in the bunker or get lost in the woods and scar each other for life."
