Both of these two were pretty much made alongside the game to release so of course they had planned at least one of the cookies from one game to launch to the other, they just had to know which of those would be most popular, being in this case Licorice by far, but it's no surprise that Cream soda got in a lot sooner since she's got 100 times more popular than most other cookie made for ToA, just made sense to get her in.
Almond also got them really popular on early CRK, so they put him in ASAP there
