Use GIMP, you can either download a few fonts used by typesetters (wild words,etc.) or use standard fonts just nothing crazy unreadable or distracting. Pick images that have a lot of empty space on the sides for text, or expand the canvas and add a separate section to put the text on the right or left side. To keep the text readable either add in drop shadow or a "bubble" style like in >>11340072 . Easiest way to do either is to right click your text layer in the layers menu and click alpha to selection. For drop shadow you just click and drag the selection, then fill it with a dark color in a separate layer underneath the first one. For bubble text you do alpha to selection, then grow selection by a pixel or three, then create a new layer and fill the selection.
