About 15 ish years ago, law enforcement strong-armed moot into cutting a deal in lieu of prosecution because of this issue; they gave him an ultimatum that was basically "Give us access to your servers or we're taking them", like they had agents in the data center ready to go if he refused.
He acceded, so what they did is they set up a separate law enforcement portal, a "ghost" version of /b/ that tarballs threads with CSAM posted. This is why there's two report options in the report window; one for site rules and one for US law. The reason why /b/ is so shit is because law enforcement completely took over the moderation there, and it was a major frustration for moot because he couldn't moderate the culture. At some point (maybe to sweeten the deal), they set moot up with a big fancy data center in LA (i think) with direct backdoor access including this separate LEO portal. This was years ago though, they probably have a much more elegant solution now involving some sort of fusion center.
