StarCraft was originally envisioned as a gritty 90s sci-fi universe. The humans were a bunch of unwanted castaways, the dregs of human society that were sent into space Australia-style just to get them off of Earth and they turned into a bunch of ugly dysgenic hillbillies. It's in the manual for the first game. By the time SC2 came around they had completely dropped that grimy aesthetic so SC1 ends up looking weird by comparison.
