alright so once I had the idea in my head I realized I had to at least give it a shot
I took the fluffy khajiit mod and did some processing in blender to only have specific parts sticking out, cut out all the now-useless flat geometry, and reimported it. Honestly? it works pretty well. Definitely confirms my notion

A better version of this would use hair cards but nobody has made a hair card fur khajiit mod and I'm not about to be the psycho bastard who spends my next few weeks on that, so the shell meshes will have to do
