Just about the only goofy thing in OG fallout is the fake radiation stuff you mention, but I'm not even sure that was intentionally goofy, it seems to me like it could have also been a genuine misunderstanding about the effects of radiation considering even today it's barely understood by the average person. The mutation virus is similar but at least that one is somewhat explainable in universe.
The idea of fallout being a goofy campy 50's retro-futurist apocalypse is a totally flanderized understanding from people that probably have never played the originals.

Anyone ever had a bug where when you load a save you're stuck walking till you open your inventory and then you can run/sprint again? Just started happening randomly and I'm not sure what mod might have cause this, I don't have any related to movement speed.
