Play the games pl0x. The Legion is practically a night-watchman state or a minimal state. They enforce law & order in exchange for tribute but they don’t do anything else outside of that. They simply killed all the raiders, protect communities, and now those communities run themselves. The Legion protect nearly 4 states and more caravans are starting to trade with the legion because it’s safer & cheaper than the NCR. The only problem I see that destroys all of this is Legion infighting due to slave reliance & the fact that the Legion is ran by retarded tribals. Rebellion & revolution wouldn’t happen because most communities under the Legion only benefit under them and life before the Legion was way worse. Raul tells you this
