He ruled for the full 2 MONTHS after he crushed Schneizel. And he only had his Geass and the threat of FLEIJA at his disposal. He had no chance to purge the whole world of psychopaths, warmongers and greedy bastards even if he never slept and Geassed people 24/7. We had no clue what he actually did, because the show was super-shy about it, only including the ridiculous propaganda broadcast and people commenting how trashy it was. The nobles and anybody in power would have hated him anyway, no matter what he did, but there is no reason to believe an average Joe in Burnt Corn, Alabama felt anything other than indifference or amusement or cared that much about another iteration of the monarchy. For comparison, Stalin ruled though 25 years of terror and killed millions of Soviet citizens (and imprisoned millions of others) - he is still worshipped to this day in many states of the Soviet Union.

The entire idea of Zero Requiem and the thought process behind it was the worst, most retarded aspect of Code Geass. Even Spinzaku doesn't compare.
