He didn't have character development. That argument is contingent on him being alone for most of his like in issue 8 but that was a fuck up on Ian's part because Silver was never alone before or after Sonic 06. Him getting a garden was also based on a continuity error because they thought he was still living in the apocalyptic future when Silver has been in the good future since the ending of 06. Ian and Evan genuinely thought that Silver was always like that.
