Yes, kinda. I think it really depends on how forward you are with you being a boy.
I've crossplayed several times in public now and every time has been a slightly different reaction in public. I think it's more been the result of the popularity of the cosplay than the reaction to it, honestly. Something like Chihiro from Danganronpa, for example, got a lot more hits than my obscure anime girl I love cosplay. But I think what was most telling was me going as Madoka recently and getting "they"'d by a girl. Really made me realize I'll probably never escape my perception of being a boy as a crossplayer, but honestly that's fine. I think it's important to be confident in being a "crossplayer" first and "passing" second.

It took me quite a long time to really be satisfied with it, but I'd say I was pretty confident after a year or so of mistakes. 6 months is probably a minimum of how much better you'll get, but it all depends on your own willingness to practice (and your budget because makeup can be a bitch if you're not prepared to spend the money). Either way, the best way you'll be able to get better at it is to just practice, ask for advice from girls (specifically girls, other guys don't give nearly as good of advice), and test out makeup tutorials you find interesting. At the point I'm at I can pretty feasibly replicate makeup from other people myself but it's taken a while to get the right makeup for everything.
