For the most part you can legally build your own gun here, no licenses or anything required.
Just need to build a gun that’s meets the legal requirements, don’t be a felon, and don’t try to sell/distribute it.
A pipe from Home Depot that will fit a 12 gauge shell, another larger pipe that has some type of firing pin, and bam you got a shotgun.
