I want a Lego set to play with.

My requirements are:
No 18+ bullshit
No license
Must feel generic
Must have several characters(at least more than 3)
No more than $120

I think I'm leaning towards pic related, with the Lego City Harbor and Lego City Prison Island as my other potential choices.
Do you have any other suggestions?
