I think in Japan, there’s probably more psychological bullying than physical violence —
like group shunning or secretly spreading someone’s photos online.

As for delinquent behavior, it was more active in the 1970s and 80s in Japan.
Have you heard of bosozoku? They were biker gangs who did reckless driving around town in crazily customized bikes and cars.
