Maybe in the early-mid 90s era EU, but by the mid 2000s clone Stormtroopers were considered a common site in the old EU, pic related (Star Wars: Empire #35 from 2005). It's set circa 6 months after Yavin and the Imperial Officer is Janek Sunber, aka Luke's friend 'Tank'.

Yes... but also no.
While it would go along way to fixing things, especially Luke's characterisation and storyline, it wouldn't fix all the issues. And that's not taking into account the fact that the people in charge are incompetent so there'd still be a risk that they'd just fuck it up.
