you can build barricades to sort of formulate any chunk of the area into a base
I built mine up the stairs from there in the conference room, and eventually expanded outwards into the hallway and roof of the security office
Food gets easier to manage as you get more materials, and later on if you truly don't feel like engaging with the cooking buffs you can just place a couple of things that can just generate you infinite food without having to harvest or carry meat
