This is a good thing, and something that d2 gets right that other arpg loot fiesta games don't. You want certain low level items to be endgame viable, if they fit the build. It's about the stats, not the fact that it dropped from an endgame area and not an early game area. Plus, to your point about not changing gear often, there usually are upgrades anyway, for those autists that want elite gear.
If it's not possible to get anything good at all early game then it makes early game feel like even more of a mandatory time tax before "you really play the game." Okay, there's hardly anything worthwhile in normal mode, but nightmare has plenty.
