I seem to remember Clarkson bitching about how stupid it was that the government had a rule about not storing hay in the same shed as nitrate fertilizer because "it's not like a fire is just going to start for no reason", when in fact, grain silos do sometimes spontaneously turn into fuel-air bombs and that's without having literal explosives stored inside them.
