After the radical shift of the last two shows being similar to Robocon they decided to straight up do a Robocon reboot. At the same time Ishinomori was looking for someone to accept his new Kamen Rider pitch, since Toei hadn't decided what would replace Robocon they greenlit the show that would become Kuuga. Kamen Rider undergoing an extremely experimental phase that allowed to do wild varied themes but still having a better brand identity than Metal Heroes and Ryukendo coming out forcing Hibiki to go from a Henshin Ninja Arashi reboot to the next Kamen Rider season pretty much solidified that Kamen Rider would become a lasting franchise like Super Sentai while Metal Heroes couldn't.
