That's mostly because she's more focused on making her vision of Zeon work, to think about Char for the most part. As for Judau, Haman Karn's thing is that she likes controlling other newtypes in that series, as seen with Mashymre Cello and Chara Soon. Judau was another one she wanted to add to that list. There's also the thing where he's one of the few people who made her feel real fear at one point in the series. Plus, they also got that "Newtype connection" going on where some Newtypes are just drawn to each other for whatever reason.
