Both things are probably true. I get the feeling that Miyamoto is viewed in the same way by current game devs that Stan Lee was viewed in the 70s/80s. Good example being Iron Man's nose, for about a year and a half Iron Man had a nose, because Stan looked at something an artist was drawing and said "Where's Iron Man's nose?" (referring to Tony Stark and not the actual suit) and the artist, instead of questioning him, had an OH SHIT moment and completely redesigned the Iron Man mask to have a nose, and they even justified it in story. Then a year and a half later, Stan finally looked at an Iron Man comic, saw the suit had a nose and threw a fit, so they removed it.
So what I think probably happened was
>Miyamoto and Tanabe both had a random conversation about Donkey Kong, and they decided that the Kremlings didn't NEED to come back, with it understood (by Miyamoto) that they CAN come back, but they don't NEED to
>either this gets relayed by Tanabe to Retro and they misunderstand, or Tanabe himself gets the wrong idea, and now suddenly the Kremlings can't be used
Feels like the same thing probably happened with Mario as a whole, especially so for Paper Mario.
