Jenova is dead and just a corpse. FF7 took inspiration from The Thing and there's a similar sequence where they capture a dead Thing and turns out it has residual life signs and partially comes back to life.
Jenova as a proper entity was killed 2000 years ago at great personal expence by the Cetra. There's a lingering corpse and some cells out there, and all the Jenova cells are interlinked to be one being. Seph just hijacks the entire system for himself. He IS Jenova functionally. The mind of Seph but all the powers and abilities of Jenova.
