There's plenty of techmarines and adepts. They crew vehicles, maintain chapter ships, oversee the forges, etc. Sure, there's tons of artificers to take care of more mundane functions, but marines are at the very top overseeing everything. And someone has to train those artificers as well. That multiplied with a thousand chapters spread across the entire galaxy, plus the constant attrition of having to train new ones would put plenty of strain on the logistics of moving all those people back and forth through the now split galaxy.
Do think it makes perfect sense to send your techmarines to Mars whenever possible, but in times of need a select few Forge Worlds should be able to suffice as well. With the blessing of Mars, of course.
