For pure blooded saiyans maybe, and Goku did take a while to get his growth spurt, but even then, Gohan grew at human rates, and when we see future Trunks before future Gohan was killed, he did look like a teenager.
If there was never an intention of full blooded saiyans and hybrids to have different growth rates, then at some point Toriyama imagined saiyans growing up normally (Though again, Goku did take a while to get a growth spurt) but then changed his mind. Either way, point is, there are clear contradictions with this whole "Saiyans don't really until they hit a certain age" since future Trunks and specially Gohan grew normally.
And all of this becomes even weirder with Bulla, since Toriyama did design her in GT, and she's around the same age as Pan, yet looks like a teenager, but she's not even 12...
Marron in DBS makes all of this far funnier since she never aged past 3 until Toyotaro's Super Hero adaptation, and there's no saiyan DNA within her to excuse this...
