Do we even know what the Federation is a federation of?
I do think that the Federation itself would be mostly stewarded by humans, but maybe it's quite special in that it regularly takes other species under its wing.
At the very least the Kriken and the Vhozon empires (of which Noxus is one) are described as highly monolithic, many others like the Chozo themselves swing this way too.
So any given Fed planet or station could potentially belong to a specific non-human species or be a hub planet accommodating to all sorts of member species, contrary to the average space-based society.
