Could that be considered downtime for him? The game is never quit and he probably has to keep tab on other processes while the main adventures take place, he might look like he is idling and doing his own wacky fun but I don't think he's doing it for himself and more for what he perceives is an audience keeping track of his performance.

He does seem to enjoy drawing unprompted tho but he has only done so when trying to take his mind out of his other duties

I like to believe Caine can turn off the censors whenever but doesn't because he finds swearing and adult content unprofessional, dude loves his limitations because it allows him to be creative with his narrative (not really but he thinks it does)
