His character overall is just made to be more silly in English, to seemingly double down on the liar persona but it more just makes him... silly. It's common to see statements by him in Japanese that end softly be changed into boisterous statements in English, which confuses the whole spotting lies and truth aspect that makes up the whole character analysis a player will have for Ouma.
This sort of just bleeds into everything about his character. He needs to double down on the villainy when he gets Gonta killed? How about he calls everyone "stupidheads" in the middle of his ranting, stuff like that.
You can even see a greater issue with the translations handling in Ouma's motive video, which is that the translation was done by four separate people, doing four characters each, and never communicating with each other. So, Ouma's motive video changes the line about his gang being forbidden to kill, to them just committing harmless pranks. Later on in the sixth trial, Saihara references the video as a way to say that Ouma's gang has a rule against killing people... that no longer exists in the finished translation.

Really, translating these massive games always leads to these inconsistencies. You can tell Hundred Line, which is fucking ungodly massive in its amount of written text, has a translation that is barely being held together. A particularly funny line is Gaku's in pic related, where one might think the text is deliberately breaking the text box for comedic effect as to his massive crush, but nope, the TL was just that rushed it seems. Again, I don't think the translators did a bad job, they just have their guidelines and a timeframe, and Hundred Line is a nearly 200 hour game that is 95% character dialogue.
