You lack vision, which is not you fault, few can see what is unfolding before them. Since the days of the Red Rebellion the old edifice has been giving way to the new ascendant empire. What you might call a failing state is one undergoing a process of necessary change. The alliance with the Holy Nation had to end. The status quo could not go on and the forerunners of the merchant guild sensed as much.
The arrival of and continually increasing numbers of Hiverkind on the island is not merely a problem, it's an existential threat of the highest order. The first factions of real substance have emerged, not one, two politically interested Hives, one economically focused and one warlike. The hundreds of years of stagnation the feuding core states of the remnant Second Empire (the usual three) is beginning to crumble in ways it cannot recover from.
The Shek are done and dusted. They're too stupid to realize it and too arrogant to admit it even if they did. The Guild has correctly assessed it's time for regime change. Ideally speaking here they just go away and end up integrated like the good little client state they should be.
The problem, the elephant in the room, is that damned farmland. It has been shown the empire is one famine away from something much worse than a crisis. They're already in a crisis. More and more so too are their rival neighbors, the Okranite zealots. The showdown between the two primary successors has been provoked...somehow, by the "surprise" razing and continued siege of Bast. For whatever unknown reasons the isolationists have been provoked from their cave and have now for years exhausted their manpower and resources in pursuit of some fruitless end. The empire has well-positioned itself, despite its troubles, to sweep the leg on the Nation and run the table across the badlands and farmlands. If they do it will be the first major sea change on the geopolitical change in a millennium.
