That's incredibly stupid and not Tolkien's vision. All parts of the world have changed and the Shire they knew is gone. They can never return to the idyllic lazy childlike Eden they once had. The Elves are gone, magic is gone, the realms of man will expand, Shire will be absorbed into them, industry will continue until technology is everywhere. And as it was in the movies, Saruman's end was extremely unsatisfying. Either disappearing or just being easily shanked and falling onto a spike. Wow, lame. Saruman should appear as a weak, angry old man, a shadow of his former self only fit for fighting Hobbits.
