it starts like that, yeah. Every Volume is the story of a particular group but you end up building an overall narrative.

The original Blue Archive plotline already ended, it was Volume F. There have been new chapters in old Volumes and even an entirely new one(Vol5) released since, so technically we're at the second part of the plot.
It doesn't go in circles, every event or story update actually introduces new elements and moves it forward.
