I'm starting to suspect these weird issues are related to Privacy.Sexy - this was the only thing I ever ran besides OOSU and setting few gpedit policies manually.
Well not going to reinstall as it is not system breaking but annoying for sure.
I'd suggest do not run privacy.sexy it's bit too autistic unless you want to go through every single entry and manually confirm if it's fine or not.
