That's the whole point Urizen as a character is making, Anon.
Why do you think he has eyes all over his body? It's because of Mundus was actually just a mass of goo and eyes. The eye in the middle of his chest is supposed to resemble the hole in Mundus chest and both are telling you they have no heart. Dante stabs himself with DSD in the same place to transform into his Sin DT as well. The eye represents power and makes up for what Vergil doesn't have anymore. That's why a some of the other demons either have a bunch of eyes (Goliath) or don't have any (Proto Angelo). The Qliphoth spires towering over you are also intended to resemble the Mundus cloud doing the same and represent Urizen watching over you.
Same thing with the Qliphoth levels, its just a giant heart like the final levels in DMC1 before Mundus. The structure inside the Qliphoth also draw from castle levels in DMC1, specially the concept art. The Qliphoth draws blood from humans because demons feed on human emotion in order to get more powerful, which is why Nero and Dante have "true power" while Vergil doesn't.
Finally you have the final levels in the game which are white and heavenly-looking and happen in the stratosphere. Nero saving Vergil comes off as a stretch but that's kind of the point. It's supposed to be a thematic echo of Dante and Trish's relationship in DMC1, where he saves her for no good reason and then she miraculously revives later on. It's supposed to be a sort of miracle that Nero can DT and Vergil can actually turn over a new leaf.
