Because nobody actually invests in the Charon gameplan. Instead they try to greedily take from a bunch of different archetypes into some frankenstein deck and get mad when one of the parts isn't doing its thing very well. Most decks don't even run 3 of her, so obviously the rest of their decks aren't built around how she's meant to contribute to a wincon.
