The morag tong writs are a really cool concept, but I never quite understood who sanctions the writs. Is it basically just a case of there being a guild who's supposed to be neutral, and that any of the great houses can hire assassins to kill anyone they wish from another great house, as inter-house warfare is formalized and accepted as a constant on-going thing? Does this mean that the writs always have to have whoever ordered the assassination on it, then, so it's always public knowledge? Or is that only a thing if the morag tong guy fucks up and has to show the writ to the guards to proclaim his own innocence? Because the thing is they have also killed a ton of empire people including emperors, so are they sanctioned outside of morrowind too and the empire is okay with this, or was this all before they joined the empire, and now they're only limited to dunmer great house assassinations?
