Because the consoles are all locked-down to prevent anything without license from working on them and Valve/Steam has cornered the PC market. They'd have to literally draw up legislation to strong-arm these platforms to not censor. I strongly believe gacha would suffer the same fate if they went after it as much as they do retail games, which is why I believe there is a deliberate effort to push otaku gamers onto the gacha plantation. Google and Apple could kill that entire market the same way S*ny did any time they want and yet they don't.

Korea has the same problem as China in that all they make is gachashit. Stellar Blade is their sole notable contribution to real gaming and even it pales to what we used to get from Japan.
