I think it makes more sense for this to be done exclusively to the forever alone, especially in Japan. Yes, this is tired "raise the birth rate" plot line, but when you think about it, it makes more sense. When most of your men aren't having relationships, the 50-50 male to female ratio doesn't help and one man can make multiple women pregnant while one woman can carry the child of one man at a time even if they are having sex with multiple men. So why not make that a 25-75 male to female ratio? Why not tell the herbivore males that they will either get laid as a man or get forcefully TSed into becoming a woman and either be part of the breeding harem to a high-valued man or be a cum dumpster prostitute (and breeding sow) to a much of mid-level men and former herbivores.
